Jimo District, Qingdao: Focusing on Rural Water Supply Informatization to Build a New Model of Smart Water Conservancy

Walking into the Jimo Water Conservancy Informatization Center in Qingdao, one can see that the Jimo District Water Conservancy Bureau is organizing relevant personnel to conduct remote comprehensive dispatching on the district’s water resources management, operation of rural water supply plants and pumping stations, and other matters through the Smart Water Conservancy Information Integrated Management Platform. This enables real-time monitoring and analysis of data and information such as water supply project maintenance and management, water consumption of water plants and pumping stations, water quality, and pipe network operation. At this point, the construction of the smart water conservancy big data management system in Jimo District has been basically completed, realizing informatization of water conservancy supervision, visualization of data, and intelligent dispatching.
In 2020, Jimo District invested 14.22 million yuan to carry out the construction of rural water supply informatization, and this project was listed as a pilot project for the informatization construction of rural drinking water safety upgrading and reconstruction in Qingdao. Pilot systems – including those for pumping station production and operation, pipe network monitoring, maintenance and dispatching, and remote meter reading and payment – were mainly installed in the water supply coverage areas of Nuocheng Water Plant and Huashan Water Plant, as well as in the pipelines and pumping stations along the routes. The project also integrated existing security video monitoring facilities, made full use of geographic information system (GIS) technology, and combined advanced technologies such as remote sensing maps, data collection and processing, wireless communication, and remote control to establish an informatization system for rural water supply project management. This system enables comprehensive monitoring of water sources and real-time online monitoring of water supply pipeline pressure, flow rate, and water supply quality, while also supporting remote start-stop control and information analysis and processing.
Liu Junzhi, head of the Engineering Construction Section of the Jimo District Water Conservancy Bureau, said, “Since the project was put into use, the rural water supply informatization construction in Jimo District has realized the full-process monitoring and management of all links in the water supply process – from water intake, water treatment, water transmission to water consumption. It has also achieved integrated dispatching of water conservancy information and data sharing and interaction, making the rural water supply business management more professional, refined, and standardized.”
In addition, relying on the rural water supply informatization construction, the Jimo District Water Conservancy Bureau has done a good job in the top-level design of “smart water conservancy”, accelerated the upgrading and reconstruction of water conservancy informatization infrastructure, and strengthened information support for industry supervision. It has organized the construction of an overall framework for smart water conservancy, with the water conservancy information dispatching and control center as the carrier. On this basis, it has integrated and optimized the existing water conservancy informatization systems, such as the mountain flood disaster monitoring and early warning system, the dam safety monitoring system, the drought resistance command video conference system, and the water resources integrated management platform. These efforts have achieved three-dimensional monitoring, collaborative management, controllable video, traceable inspections, project mapping, and data storage, comprehensively improving the efficiency of smart water conservancy management and service quality, and promoting the modernization of water governance capacity through water conservancy intellectualization.
